It is 9 now i filled my space up with my favorite ships before the update and now i had enough space to get 3 solar ships along with the 4 squadmates. The new update brings it up to 12 now. If you build a player base 301u+ from settlement center you can use known build radius extensions to encroach into the settlement, even up to another 700u through and beyond if you're so daring.Give it time.
