The run through is always in the first 7 minutes of the original raid timer. On shoreline a 50 minute raid it means you can extract at any time after the 43 minute mark. I can't say for sure but I might have gotten a scav with a skull lock and nvg a while ago but idr. I have never gotten nvg's on night raids as a scav. I've never had a scav with NVGs.
