Iron will, power struggle, deliverance, breakdown on my bright red Claudette. No. None of her perks are good but that one is the worst. I think power struggle works 1/20 times if you make a build around it and 1/50 if you just randomly throw it in there. I think it's fun when it works, but it's not that valuable.
