The driveshaft always turns but you should be able connect and disconnect power to rear wheels using the 4x4 switch. If the rear wheels always have power the ECC may be permanently stuck and need replacing. .I experienced the flashing dash lights around 80000 and replaced the ignition switch. problem solved I havent seen it return yet and have put around 16,000 miles. If it is intermittent, then there is probably a short in your wiring somewhere. If the light goes out, it doesn't necessarily mean that your 4wd isn't working ... if the transfer case lever is still in the 'engaged' mode.
