I am noob in Dayz and spent many hours cumulating loot. Now that 1.13 will arrive the update will wipe out servers and my character . But i read that some community servers will not be wiped. Wipe affects official servers. Community servers decide there own wipe dates and times. Typically speaking when they unexpectedly have to wipe for balance reasons such as this wipe, it probably means your community server should wipe too though.

If they don't have a good reason to wipe the servers, you can be sure they won't for a simple update. As for the release date, it's currently in the experimental stage on PC. In the past, updates usually go to stable a week or two later, with the update coming to console a few days after that. Sometime next week would be my guess.

Yup that's the best thing to do is just check the dayz Twitter, I don't know how they are now but they used to be iffy with giving out solid information in regards to updates and if wipes were actually needed.
