PF2 seems to be trying to enable this by making runes a thing that can be transferred between weapons, but consider if there might be other ways of generating the same mechanical effect. Letting crafting substitute for runes by way of ‘custom weapons’ is one, but there might be others. Give crafters a mechanical benefit for long-rest crafting
