The Mint Mace is a blueprint you must find. If I remember from Early Access it may have been in the Sandbox. There should be a Lab in the sandbox with a Burgl Chip that has the recipe for the Mint Mallet. Also the Mint Mallet requires Mint Glob to make which need Mint Caps to make it.
