I was able to claim a safehouse under the Citadel Server ... but both player and admin can claim despite having the player option set to TRUE and the admin option set to FALSE. I have no idea, it happened to me once and the server informed me it was a spawn, maybe you missed the message or it didn’t show. When you hover your mouse over the red "Claim Safehouse" button, it should give you a pop-up explaining why you cannot claim it. It said the house is not empty. It is empty.
