No direct method for any of the tower recipes unfortunately. Siptah is pretty easy to get fragments though which is a plus, just farm the statues in the Pools of the Grey Ones and you should get a lot. The Shaggai ones seem to be the easiest to kill and have a good chance of dropping fragments.
