Most probably you'll find it's the blower connector and resistors. All you need do to know absolutely for certain is make a separate ground connection for the blower, bypassing the Splice-Pack. You don't need to worry about separating or isolating the existing ground connection (through the harness to the Splice-Pack).

If that is okay, pull the right kick panel and down low in the opening look for a 22 pin connector (white or light gray). Check the condition of the pins. Power for the blower goes through that connector (Brown wire/Pin A8). Don't know if this might help, but I did find a thread that mentioned (splice pack) sp423 -- a bunch of grounds packed together on the rear crossmember just behind the fuel tank (and damned difficult to get to). Apparently, corrosion of this pack can even cause engine misfire codes. My previous truck was a S10 and I really liked the ground distribution points under the hood -- or, maybe it was actually hot distribution but I don't remember.
