As far as the low vacuum reading goes it could be as simple as the timing being slightly retarded or the distributor vacuum advance not working properly. At idle, more ignition timing means more manifold vacuum, at least up to a certain point. Also at 85,000 miles on an untouched SBC it might be time for a new cam timing chain and gear set.
