The new ones can probably jump up to a 6 depending. The Necron 40k precon only needs minor tweaks and quite a few of the LCI precons only needed their manabase tweaked a bit to easily go upto a baseline 7. Meanwhile, like you said, the pre-2017 Commander decks were basically a 100 card themed deck of mostly jank.

The WH40k decks are retailing at 90 AUD each and the Collector variants are 230 AUD each... For context, that's roughly $63 for the regular one and $161 for the collector version. Precons here normally go for about 60 AUD which is about $40. This mark up however, isn't affecting the Baldurs gate products.
